Three seats on the Calexico Unified School District Board of Trustees were up for general election on November 4, 2014.[1][2] Erik Ortega was the only incumbent running for re-election. He ran against challengers Benjamin Joseph Horton, Walter Cress, Lorenzo Calderon and German Duran.[3]

Calderon, Ortega and Cress won the general election.

Calexico Unified School District is located in Imperial County, California. The county seat of Imperial County is El Centro. Imperial County was home to 176,584 residents in 2013, according to the United States Census Bureau.[4] In the 2011-2012 school year, Calexico Unified School District was the 184th-largest school district by enrollment in California and served 9,216 students.[5]

Demographics

Imperial County underperformed compared to the rest of California in terms of higher education achievement in 2012. The United States Census Bureau found that 13.2 percent of Imperial County residents aged 25 years and older had attained a bachelor's degree compared to 30.5 percent for California as a whole. The median household income for Imperial County was $41,255 compared to $61,400 for the entire state. The percentage of people below poverty level for Imperial County was 23.0 percent while it was 15.3 percent statewide.[4]

Voter and candidate information

The Calexico Unified School District Board of Trustees consists of five members elected at-large to four-year terms. There was no primary election, and the general election was held on November 4, 2014. Three seats were up for election in 2014, and two seats were up for election in 2016.[1][2]

School board candidates had to file with their county elections department during the candidate filing period. The filing period began July 14, 2014, and ended August 8, 2014. To vote in the 2014 general election, voters had to register by October 20, 2014. Voters could request vote-by-mail ballots from October 6, 2014, through October 28, 2014.[7]

Endorsements

The Associated Calexico Teachers and the San Diego and Imperial Counties Labor Council endorsed incumbent Erik Ortega and challengers Walter Cress and German Duran.[8][9]

Ortega also received the endorsement of the Planned Parenthood Action Fund of the Pacific Southwest.[10]

Campaign finance

Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[11]

Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[11]

The Imperial County Registrar of Voters does not publish school board candidate campaign finance reports online. Ballotpedia submitted a request for this district's reports on October 24, 2014.

Candidate fraud allegations

A few weeks after the August 8, 2014, candidate filing period closed for the Calexico Unified Board of Trustees election, Benjamin Joseph Horton alleged that fellow candidate German Duran had committed fraud. Horton alleged Duran did not live in Calexico, as he had stated in his candidate filing documents, but instead lived in Imperial. If the allegation had been proven true, Duran would not have been able to run for a seat on the Calexico Unified Board of Trustees. According to the Imperial County Registrar of Voters, candidates must live in the same jurisdiction in which they seek election. If Horton's allegation had been true, the decision to charge Duran would have been left to the district attorney.[12]
