California Appropriations for Incurred Debt, Amendment 5 (1892)

The California Appropriations for Incurred Debt Amendment, also known as Amendment 5, was on the ballot in California on November 8, 1892, as a legislatively referred constitutional amendment. It was defeated. The measure would have provided for the manner in which a state officer could incur debt and prohibited the legislature from appropriating money to pay debts otherwise incurred.[1][2]
