The California Expand Definition of Lobbyist's Administrative Actions Measure was not on the ballot in California as a legislatively referred state statute on November 8, 2022.[1]
The measure would have made changes to the Political Reform Act of 1974, which imposed requirements on lobbyists and lobbyist employers involved in administrative action, which includes the proposal, drafting, development, consideration, amendment, enactment, or defeat by any state agency of any rule, regulation, or other action in any rate making or quasi-legislative proceeding. The measure would have expanded the definition of a lobbyist's administrative action to include any decision or approval by the Insurance Commissioner or the Director of the Department of Managed Health Care.[2]

Path to the ballot
To put a legislatively referred state statute before voters, a simple majority vote is required in both the California State Senate and the California House of Representatives and the signature of the governor.
Assembly Bill 1783 (AB 1783) was introduced on February 3, 2022. AB 1783 passed the state House on May 25, 2022, in a vote of 76-0 with two absent. The measure did not receive a final vote by the June 30, 2022, deadline.[1]
