The Healthy Californians Act (07-0047) would have amended the California Constitution to add affordable health care to the inalienable rights of people.[1] Supporters of the measure hoped to qualify it for the November 2008 ballot. For that to happen, its supporters would have had to collect 694,354 valid signatures by March 7, 2008.
On March 26, the Secretary of State's office announced that the measure had failed to qualify for the ballot.[2]
According to the Legislative Analyst's Office, this measure would have no direct effect on the state, but would result in "indeterminable state or local government costs depending on how it is interpreted and applied by the courts."[3]
