California Proposition 16 was on the ballot as an initiated state statute in California on November 3, 1964. It was defeated.

A “yes” vote supported creating the State Lottery Commission, establishing a monthly statewide lottery, issuing a singular license to one private company to run the lottery for 10 years, requiring the private company to pay an annual fee of $500 per county in the state, requiring the Commission to sell $2 tickets to the private company at $1.74, and using 74% of the money collected by the Commission for public education and the other 26% for expenses of the Commission and prizes.

The ballot summary for this measure was:

Provides for statewide lottery with monthly drawings. Creates State Lottery Commission of three members appointed by Governor, with supervisorial powers over licensee permitted to conduct lottery. Commission shall issue only one license to conduct lottery; original license to go to a named private corporation for a period of 10 years; licensee to pay annual fee of $500.00 for each county in State. Commission shall print and sell $2.00 tickets to licensee for $1.74; 74% of money received by Commission appropriated for public education; 26% to be used for expenses of Commission and prizes.
