California Proposition 19 was on the ballot as a legislatively referred constitutional amendment in California on November 8, 1938. It was defeated.

A “yes” vote supported allowing surplus money from the Veterans’ Farm and Home Preservation Act of 1921 fund be distributed amongst veterans. 

A “no” vote opposed allowing surplus money from the Veterans’ Farm and Home Preservation Act of 1921 fund be distributed amongst veterans.
