Committee Substitute for Senate Constitutional Amendment No 5. , a resolution proposing to the people of the state of California an amendment to the constitution of the State of California by adding a new section to article XI thereof to be known and designated as section 7 and ½ of said article XI of the constitution of the State of California, relating to charters of counties and amendments to such charters, and to the surrender thereof.
