California Proposition 3 was on the ballot as a legislatively referred constitutional amendment in California on November 3, 1970. It was approved.

A “yes” vote supported requiring the governor to submit a budget to the legislature within 10 days of the start of each regular session and requiring the legislature to pass a budget bill by June 15 of each year.

A “no” vote opposed requiring the governor to submit a budget to the legislature within 10 days of the start of each regular session and requiring the legislature to pass a budget bill by June 15 of each year.
