The ballot summary for this measure was:

Assembly Constitutional Amendment 92 amending section 20 of article V of constitution. Eliminates provisions or present section prohibiting governor from being elected United States senator during his term in office, and instead provides that such senators shall be elected by the people of the state in the manner provided by law.
