California Proposition 3 was on the ballot as a bond issue in California on November 2, 1976. It was defeated.

A “yes” vote supported allowing for the issuance of bonds up to $25,000,000 for the insulation of residential solar heating and cooling systems and residential energy insulation and establishing the terms of such bonds.

A “no” vote opposed allowing for the issuance of bonds up to $25,000,000 for the insulation of residential solar heating and cooling systems and residential energy insulation and establishing the terms of such bonds.

The ballot summary for this measure was:

RESIDENTIAL ENERGY CONSERVATION BOND LAW. This Act provides for a bond issue of twenty five million dollars ($25,000,000) to provide funds for financing residential energy insulation and residential solar heating and cooling systems.
