The ballot summary for this measure was:

Assembly Constitutional Amendment No. 29. Amends Section 1 ½ of Article XIII of Constitution. Extends to church building during course of construction, as well as land on which building is situated, the same tax exemption as is now provided for buildings and land in actual use as places of religious worship
