A California Regulate, Control and Tax Cannabis Initiative (Initiative #15-0038) was not put on the November 8, 2016, ballot for voters in California as an initiated state statute.[1]
Path to the ballot

- Louis J. Marinelli submitted a letter requesting a title and summary on July 10, 2015.
- A title and summary were to be issued by California's attorney general by September 15, 2015.
- Once the title and summary were prepared, 365,880 valid signatures were required for qualification purposes.
- Supporters had 150 days from the date the title and summary were issued to collect the required signatures.
- The signature deadline was in mid-March and the measure failed to qualify for the ballot at that time.
