A California Regulation of Charter Schools Initiative (#13-0059) was approved for circulation in California as a contender for the November 4, 2014, ballot as an initiated state statute.

Supporters of the initiative referred to it as "The Highly Qualified Charter School Administrator and Teacher Act."

Ballot title:

Low-Performing Schools. Intern Teachers. Charter School Administrators. Initiative Statute.

Official summary:

"Bars use of intern teachers at a public school, including a charter school, if the school has had low academic performance rankings within the past two years. Bars charter school use of administrators who do not have a teaching or school services credential, if the school has had low academic performance rankings within the past two years."[1]

"Annual costs up to the low tens of millions of dollars statewide for schools to replace many (but likely not all) interns with fully credentialed teachers."[1]

  • Thomas A. Willis submitted a letter requesting a title and summary on December 17, 2013.
  • A title and summary was issued by California's attorney general's office on February 14, 2014.
  • 504,760 valid signatures were required for qualification purposes.
  • Supporters had until July 14, 2014, to collect and submit the required number of signatures, as petition circulators are given 150 days to circulate petitions.
  • The Secretary of State’s suggested signature filing deadline for the November 4, 2014, ballot was April 18, 2014. This means that if supporters had submitted enough valid signatures by July 14 but after April 18, the measure could have been pushed back as far as the next statewide general election, in November 2016.
