A California Rules Governing Family Life Instruction in Public Schools Initiative (#11-0075) was approved for circulation in California.
Its sponsors, however, did not submit any signatures to election officials by the deadline.
If the initiative had qualified for the ballot and been approved by the state's voters, it would have allowed a parent or guardian to request that a public school "excuse their child from instruction in family life or social sciences when such instruction conflicts with the religious training and beliefs or personal moral convictions of the parent or guardian."
Richard Rios, who submitted the request for a ballot title, referred to #11-0075 as the "Equality in Education Act." Rios was also the sponsor of a Referendum on SB 48, which did not receive enough signatures as a veto referendum to qualify for the ballot. Another opponent of SB 48, Louis P. Sheldon, filed a separate measure to repeal SB 48, California Repeal of Senate Bill 48 (2012).
