A Speech Protections for Biblically-Based Speech ballot initiative (10-0022) was cleared for circulation for California's 2012 ballot as an initiated constitutional amendment. However, its sponsors did not submit signatures to election officials by their March 24, 2011 deadline and, as a result, the measure did not appear on the ballot.
A letter requesting a title and summary for the proposed initiative was signed by Allan Esses. The Attorney General of California's office provided an official summary on October 25, 2010. The circulation deadline for the initiative was therefore set at March 24, 2011.

Repeals constitutional provision denying protection to acts of religious expression inconsistent with the peace or safety of the State."
