Kim Carr (D)

Homelessness - As Mayor of Huntington Beach, I worked hand-and-hand with law enforcement, first responders, local businesses, nonprofits and healthcare providers to craft innovative solutions to combat homelessness. Our groundbreaking program, Project Hope, has proven to be an effective, cost-efficient and compassionate solution that is now being replicated by other Orange County cities.

Housing - We need to be more creative and provide thoughtful incentives in order to increase the number of affordable housing units in California. Simply creating new zoning laws in Sacramento will not spur new development, it will only create more frustration among residents and local leaders. As a city council member and Mayor, I have seen programs that work and those that don’t. As a State Senator, I will propose legislation that will create new affordable housing, clean up our environment and boost our economy with good-paying jobs.

Environment - The devastating oil spill that occurred off the coast of Huntington Beach in October 2021 spoiled our pristine coastline and wreaked havoc on our fragile local economy. Hotels, restaurants, local retailers, fishermen and charter boats were all negatively impacted for weeks by the spill due to beach and fishery closures. As Mayor, I worked with multiple agencies to expedite the opening of HB’s city beach and harbor and made sure nonprofits affiliated with our wetlands had the tools necessary to begin restoration.
