Incumbent Fiona Ma (D) and Jack Guerrero (R) ran for California treasurer on November 8, 2022. The treasurer of California acts as the chief investment officer, banker, and financier of the state government and is responsible for managing the state's pooled money investment account. The treasurer also sits on the boards of the state's employee pension funds—the California Public Employees' Retirement System (CalPERS) and the California State Teachers' Retirement System (CalSTRS). The treasurer's office finances various public work and investment programs throughout the state and oversees the California ScholarShare Investment Board (SIB), which provides tax-advantaged college savings plans.
In the top-two primary on June 7, 2022, Ma received 58% of the vote and Guerrero received 22%. Republican Andrew Do (R) received 17%.
Ma was first elected in 2018, when she defeated Greg Conlon (R) 64% to 36%. Guerrero ran in the 2018 treasurer election, placing third in the top-two primary.
Ma and Guerrero are both certified public accountants. Ma served on the California State Board of Equalization, in the California State Assembly, and on the San Francisco Board of Supervisors.[1] Guerrero was mayor of Cudahy, California, and served on the city council as of October 2022. Guerrero was also an investment banker and vice president of a bank.[2]

During my first term, we refinanced state bonds to save taxpayers more than $5 billion over the next 20 years. Legislators from both parties have praised our oversight of COVID-19 funds, which prevented hundreds of millions of dollars in potential fraud and abuse. Last year we processed $3.2 trillion in banking transactions and oversaw a record budget surplus of $85 billion that went to create new jobs by funding innovative projects. We approved more affordable housing units than ever in our state’s history and increased our first-time homebuyer program for families and veterans. We helped more Californians save for college/apprenticeship programs and retirement.[4] |

Guerrero said:

California’s financial crisis is the consequence of severe mismanagement and poor leadership by reckless politicians. They do not care about California’s horrible credit rating, unfunded pension liabilities in excess of $1 trillion, record-high interest payments, and fake budget “surpluses.” Instead, they impose excessive taxes, crippling fees, and government-fueled inflation. ... In my early career, I audited federal agencies and municipalities as government accounting expert to quickly and efficiently detect financial mismanagement! As Mayor of my hometown city (Los Angeles County), I balanced the budget, reduced taxes, held public schools accountable, and worked with the California Controller to expose millions of dollars in wasteful and unlawful spending.[4] |

The Los Angeles Times' Jonah Valdez wrote, "No challenger has defeated an elected incumbent state treasurer since 1958. Guerrero would be the first Republican treasurer since Matt Fong was elected to the office in 1995. No Republican has been elected to a statewide office since 2006."[5]
