The California Veterans Housing and Homeless Prevention Bond Measure was not on the ballot in California as a legislatively referred bond question on March 5, 2024.
The ballot measure would have issued $600 million in general obligation bonds for programs to provide supportive, transitional, and affordable housing, as defined in statute, to veterans and their families.[1]

Section 1 of Article XVI of the California Constitution requires that general obligation bond issues of $300,000 or more be referred to voters for approval or rejection. The California State Legislature is required to pass bond acts by a two-thirds vote of all the members in both legislative chambers. The governor must also sign the bond act.
The bond act was introduced into the legislature as Assembly Bill 411 (AB 411) on February 3, 2021. On January 31, 2022, the California State Assembly voted 76-0 to pass the bond issue.[1]
The amendment did not receive a vote by the senate prior to the legislature adjourning on August 31, 2022.[1]
