The California Wildfire, Water, and Climate Change Projects Bond was not on the ballot in California as a legislatively referred bond question on November 3, 2020.

The ballot measure would have issued $5.51 billion in general obligation bonds for projects related to wildfire prevention, water infrastructure, and changing climate conditions.[1]

Bonds in California

Section 1 of Article XVI of the California Constitution requires that general obligation bond issues of $300,000 or more be referred to voters for approval or rejection. The California State Legislature is required to pass bond acts by a two-thirds vote of all the members in each legislative chamber. The governor must sign the bond act.

Measure in the state Legislature

The ballot measure was introduced into the California State Legislature as Senate Bill 45 (SB 45) on December 3, 2018. The state Senate passed SB 45 in a vote of 29-6 on January 29, 2020. As there were 39 state senators at the time of the vote, 26 affirmative votes were needed to pass SB 46. The California State Assembly did not vote on SB 45 before the deadline on June 25, 2020.[1]
