This measure sought to replace the current school levy which is set to expire with one set at a rate of $5.31 per $1,000 of assessed property value for a further four years in order to continue to pay for educational programs and operational costs in the district.[2]

The question on the ballot:
| The Board of Directors of Carbonado Historical School District No. 19 adopted Resolution No. 02-11 concerning education funding. If approved, Proposition No. 1 would authorize the District to levy the following excess taxes, in place of an expiring levy, on all taxable property within the District, to support the District's educational programs and operations: Collection Year: 2013-2016; Approximate Levy Rate Per $1000 of Assessed Value: $5.31, $5.52, $5.52, $5.53; Levy Amount: $522,000, $538,000, $554,000, $571,000. All as provided in Resolution No. 02-11. Should Proposition No. 1 be approved?[3] |
