Biography

Carissa Dutton was born in Dallas, Texas. She earned a high school diploma from North Garland High School and additional education from the High Tech Institute in 2002. Her career experience includes working as a caregiver. Dutton has been affiliated with Garland Citizens Police Academy Alumni Association, Garland Citizens Fire Club, and Garland Crime Stoppers.[1]

I am proud member of the Garland City Council, a passionate advocate, and someone who truly believes in the power of community. I care deeply about inclusivity, public safety, and making sure every voice is heard, especially those who often go unheard.

Outside of council, I stay very involved in the community. I’m a member of the Garland Citizens Police Academy Alumni Association, Crime Stoppers, Citizens Fire Club, I also work two jobs, and volunteer regularly. I am a hands on council member, so you will often see me out and about helping a neighbor mow their lawn, cut trees after a storm, pulling up their trash bins, whatever the need is, I do my best to fill it. I believe that strong relationships are the foundation of a meaningful life.

At the end of the day, I’m just someone who loves this city and its people. I’m here to serve, to listen, and to do whatever I can to build a more connected, compassionate, and inclusive Garland.
  • My job on council is to be the voice between residents and the City. Sometimes the two opinions don’t align, but I will always do the right thing, even if it’s the unpopular thing.
  • We need residents to be more involved in what is going on in the city. Not after it’s happened, and there’s nothing that can be done about it, but before. Watch council meetings. Email us. Call us. Ask questions. Give your opinions, thoughts and ideas. Learn how the city actually works and operates. There is nothing more powerful than knowledge and education. Be the change you want to see.
  • When I was first elected, they told us that your first 2 years on council is really just learning the way of the land and it’s like trying to drink out of a fire hydrant. They were not lying! But I hit the ground running. I’m not afraid to speak out and I’ll speak in opposition even if I’m the only one, if it’s something that my constituents need me to be vocal about, or if it’s just not right. I don’t have all the answers, but I’m always more than happy to find them for you.
Inclusion. Fairness. Follow through. Public safety. Real honest Transparency. Environmental health. Accountability.
I believe an elected official should be honest, consistent, strong sense of accountability, and integrity even when it’s not the popular vote. The worst characteristic an elected official could have is a self serving or self righteous mindset.
I hope the legacy I leave behind is one of compassion, courage, and community. I want to be remembered as someone who saw the people too often overlooked and who wasn’t afraid to speak up, stand up, and take action on their behalf. .
I lead with heart. I’ve faced my fears, stepped outside my comfort zone, and stayed committed even when the work was hard. I hope people talk about how I used to cry if I had to speak in public. And how I was the girl that wasn’t afraid to get her hands dirty, and spent her life laughing and making others laugh. 

. My hope is that I’ve made people feel seen, heard, and valued—and that I’ve inspired others to get involved, be brave, and care deeply about their community.

If I’ve helped build a more connected, inclusive, and compassionate Garland, then I know I’ve done something meaningful.
Waco. David Koresh. I believe I was in 4th or 5th grade. I don’t know that it classifies as a historical event though lol

Next would be the Oklahoma City Federal Building Bombing. I was in 6th grade when that happened.
Pizza Hut. I worked there from the age of 16 to 19.
The Grinch is my absolute favorite. I have dressed like the Grinch for the last 5 years, which started as a way to help local businesses get foot traffic during COVID, but everyone loves it so much, I have just continued to do it, and it’s a blast!

I have ADHD, Autism, and sensory processing disorder, which I was undiagnosed until my mid 20s, which has made life extremely interesting to navigate.
I’m very open about these things, and I’m very mindful of explaining and breaking my thought process or actions down to others so they can better understand me in that moment. But we still live in a world where grown adults try to weaponize those diagnoses against me, or even refer to me as “weird” . It’s taken a long time to learn how to be absolutely unapologetically me.
Absolutely not. Especially in municipal politics. Municipal officials should be people that can relate to their constituents, and have a vested interest in their city.
