Biography
Anderson attended L.R. Nichols Seminary. He then studied Business Administration at Horry-Georgetown Technical College in 1981. Anderson is an Insurance Agent and Minister.

2014
General election
Elections for all 124 seats in the South Carolina House of Representatives took place in 2014. A primary election took place on June 10, 2014. The general election was held on November 4, 2014. The signature filing deadline for candidates wishing to run in this election was March 30, 2014. Incumbent Carl Anderson ran unopposed in the Democratic primary and was unchallenged in the general election.[5][6][7]
Special election
Carl Anderson, Ronnie Sabb, Cezar McKnight and Sam L. Floyd faced off in the September 2 Democratic primary. Because no candidate received more than 50 percent of the vote, the top two vote-getters - Floyd and Sabb - met in a runoff election on September 16, which Sabb won.[8][9][10] Because no Republican candidate filed to run, the Democratic nominee won election by default.[11]
The seat was vacant following John McGill's (D) appointment as Lieutenant Governor of South Carolina.[12]
A special election for the position of South Carolina State Senate District 32 was initially called for November 4, concurrent with the 2014 state house elections. A primary election took place on September 2, 2014. Because only Democratic candidates filed to run, the primary instead served as the general election. The filing deadline for candidates wishing to run in this election was July 14.[11]

2012
Anderson ran unopposed in the Democratic primary on June 12. His opposition, Jacqueline Williams, was removed from the ballot just days before the primary.[13][14] Anderson defeated Tom Winslow in the general election on November 6, 2012.[15]
2010
Anderson defeated Ted Brown in the June 8 Democratic primary for District 103 of the South Carolina House of Representatives by a margin of 1,848-1,190. Anderson won, after running unopposed, in the general election on November 2.[16]

In 2011, the South Carolina State Legislature was in session from January 11 through June 2. On June 2, 2011, Governor Nikki Haley (R) attempted to call the legislature into an "emergency" special session to begin on June 7 to create the new South Carolina Department of Administration. A lawsuit was filed by Senate President Pro Tem Glenn McConnell (R), in which he contended that Haley's call for a special session was unconstitutional, and that it violated the state Constitution's requirement of separation of powers among the governor, legislature and courts.[18] On June 6, the South Carolina Supreme Court ruled 3-2 against Governor Haley, stating that her order violated the Legislature's ability to set its calendar and agenda. The legislature met in a special redistricting session from June 14 - July 1.[19] The legislature re-convened July 26.[20]

The Palmetto Liberty PAC Scorecard
The Palmetto Liberty Political Action Committee, a conservative, pro-limited government think tank in South Carolina, releases its scorecard for South Carolina representatives and senators once a year. The scorecard gives each legislator a score based on how he or she voted in the two-year legislative term prior to the election on specific issues that the Palametto Liberty PAC thinks are anti-limited government. "Most of the votes shown on the score card are votes that we lost. Now we can identify the Legislators that caused us to lose these votes. These Legislators are the ones who need to be replaced if we are to achieve the vision of having the most free state in the nation."[21]
2012
Carl Anderson received a score of 7% in the 2012 scorecard, ranking 107th out of all 124 South Carolina House of Representatives members.[22] His score was followed by representatives Eric Bikas (7%), Curtis Brantley (7%), and Grady Brown (7%).[23]
