Carl Bryan
Carl Bryan was an at-large incumbent on the Kenosha Unified Board of Education in Wisconsin. He was first elected to the board in April 2009. Bryan initially filed to run for re-election in the general election on April 7, 2015, but later withdrew after accepting an offer of employment from the Wisconsin Department of Public Instruction. However, his withdrawal came after the deadline for his name to be withdrawn from the ballot. If he had won the election, the vacancy created by his move would have been filed by appointment.[1] An appointment was unnecessary in the end, as Bryan was defeated at the polls.
Biography
Bryan was born and raised in Kenosha, Wis., having attended Kenosha Unified schools. He graduated from Bradford High School in 2008. He has his bachelor's degree in political science from the University of Wisconsin-Parkside. At the time of the election, he attended Northwestern University, where he sought a master's degree in public policy and administration. He also served as a legislative chair and delegate to the Wisconsin Association of School Boards general assembly.[2]
Board membership
The Kenosha Unified Board of Education voted unanimously on 77.97 percent of its votes between January 1, 2014, and July 1, 2014.
The voting data indicates that Tamarra Coleman, Mary Snyder, Gary J. Kunich and Dan Wade are the governing majority on the board. Rebecca Stevens and Carl Bryan are the minority faction, and Kyle Flood's voting pattern is not consistent with either faction.[3]
Elections
2015
Three at-large seats were up for election on April 7, 2015. Mike Falkofske and Tony Garcia challenged incumbents Carl Bryan, Tamarra Coleman and Mary Snyder in the general election.
Bryan withdrew from the race as he was moving outside of the district, but the withdrawal was not in time to have his name removed from the ballot. If he had won in the general election, the vacancy on the board would have been filled by appointment. Such an appointment was avoided as Falkofske, Snyder and Coleman won the election.

Funding
Bryan reported $139.42 in contributions and $139.42 in expenditures to the Kenosha Unified School District, which left his campaign with no cash on hand in the election. On January 28, 2015, Bryan filed a termination request for his campaign committee due to his withdrawal from the school board race. The campaign finance report he filed on that date showed that $23.00 of his expenditures were to pay for checks from his bank, while the remaining $116.42 were given as a political contribution to fellow candidate Mike Falkofske.[4]
