Carl D. Harper was the District 2 representative on the Rio Rancho Public Schools Board of Education in New Mexico. He was first elected to the board in 2011 and served until March 2015.

Harper filed to run for re-election in the general election on February 3, 2015, but he withdrew his candidacy before the withdrawal deadline on December 30, 2014. Because of this, his name did not appear on the ballot for the 2015 election.[1][2]

A certified public accountant, Harper is a tax partner and director of the tax department for Pulakos CPAs. He is a member of the New Mexico Society of Certified Public Accountants and BYU Management Society. Harper earned a bachelor's degree in accounting-business sciences from Brigham Young University in 1977.[3]

The election in Rio Rancho Public Schools featured two of the five board seats up for general election on February 3, 2015. District 2 incumbent Carl Harper originally filed to run for re-election but withdrew before the deadline to do so on December 30, 2014, leaving challenger Ramon Montano to run unopposed and win the seat by default. District 4 incumbent Divyesh Patel did not file for re-election. The sole challenger for that seat, Ryan Parra, also ran unopposed and won his seat by default.
