Carl S. McGuire is a judge for the Thirteenth Judicial District in Colorado. He was appointed to the Thirteenth Judicial District by Democratic Governor John Hickenlooper on May 24, 2016, to replace Judge Douglas R. Vannoy, effective July 1, 2016. McGuire was previously a judge on the Washington County Court from 2004 to 2016.[1]

McGuire was appointed chief judge of the 13th Judicial District Court on July 20, 2021.

McGuire received his undergraduate degree from Colorado State University and his J.D. from the University of Wyoming College of Law. Prior to joining the court, he was a judge advocate in the Naval Reserve.[2]

McGuire was retained in the general election on November 6, winning 83.47 percent of the vote.[3]

Judicial performance evaluation

The Thirteenth Judicial District Commission on Judicial Performance announced its recommendations for judges up for retention in 2012. According to its website, the commission evaluates judges based on the following criteria: integrity, legal knowledge, communication skills, judicial temperament, and administrative performance.[4]


Judge McGuire was recommended for retention by an unanimous vote. [2]
