Biography
Carla Joseph was born in St. Thomas, Virgin Islands. Joseph graduated from Ivanna Eudora Kean High School in 1988. She earned a B.A. in humanities from the University of the Virgin Islands in 1993. Joseph's career experience includes working as a government program administrator.[1][2]
