Carlo is a fourth-generation West Sider, Chicano, youth worker, and change-maker deeply rooted in the Saint Paul community. Carlo is a SPPS Graduate from Humboldt High School, where he earned numerous honors including valedictorian of his Graduating Class in 2013. He is a first generation college graduate, earning his Bachelor's Degree in Child Psychology and Leadership from the University of Minnesota Twin Cities.

Carlo has demonstrated transformational leadership for the City of Saint Paul in his work with our youth and teens in our community centers, youth leadership initiatives, recreational programming, youth employment programs, and our public schools. Carlo has built connections throughout every neighborhood in the City.

Carlo currently serves as the Youth Engagement & Training Manager for the City of Saint Paul, the President of the West Side Boosters Youth Sports Organization, a member of the Board of Directors for Neighborhood House, and the Chair of the Movimiento (Latino) DFL Caucus. He was also recently appointed to serve as a Human Rights and Equal Economic Opportunity commissioner for the City of Saint Paul.

One of my mentors who paved the road for me to run was Gilbert de la O, the first Latino on the Saint Paul Board of Education and the last elected person to represent my West Side community on the Board. He was also a founding member of the West Side Boosters back in the 1970's, an organization for which I have served as president. I aim to build a campaign that honors his legacy.
