Carlos Bilbao (b. November 14, 1936) is a former Republican member of the Idaho House of Representatives, representing District 11B from 2004 to 2012.

Bilbao graduated with his Associate's Degree from Orange Coast College in 1962 and his Bachelor's Degree from the University of Washington in 1973.

Bilbao is a retired aircraft quality engineer for the Boeing Company.

Bilbao won re-election to District Seat 11B in 2010 against Libertarian John Charles Smith. He defeated Thomas Munds in the Republican primary on May 25th by a margin of 3,181 to 2,257. The general election took place on November 2, 2010.[2]

2008

On November 4, 2008, Republican Carlos Bilbao won re-election to the Idaho House of Representatives District 11B receiving 77.1% of the vote (14,056 votes), ahead of Democrat Paul Venable who received 22.9% of the vote (4,173 votes).[3]
