Carlos Velarde was an assigned judge of the Los Angeles County Superior Court in California.[1] After serving for more than three decades as a judge, Velarde retired in December of 2000. After his retirement, he participated in the Assigned Judges Program, which assigns retired judges temporary jurisdiction in the event of vacancies or high case loads in the courts.[2][3]
