Assemblymember Carlos Villapudua was born and raised in Stockton, and received his bachelor’s degree from California State University, Sacramento. Prior to being elected to the State Assembly in 2020, he served on the San Joaquin County Board of Supervisors for eight years. He spent this time fighting to keep the doors open at the County General Hospital to save healthcare in the County, and expanding both the Stockton Metropolitan Airport and the Port of Stockton. This work helped attract employers to the local area to create good paying jobs for local families.

After serving on the Board of Supervisors, Assemblymember Villapudua worked as the CEO of the San Joaquin County Hispanic Chamber of Commerce to support minority-owned small businesses locally and in Sacramento. He also served as the Governmental Relations Manager for Western Pacific Truck School, where he worked to increase funding for vocational education and provided jobs that can support an entire household.

Assemblymember Villapudua is married to his wife, Edith, and has a blended family of four daughters.

  • California Assemblymember Carlos Villapudua Fights Back on Proposal to Expedite San Joaquin Delta Tunnel Project "Assemblymember Carlos Villapudua (D-Stockton), alongside Delta Caucus lawmakers, spearheaded an effort this week to push back on a dangerous budget proposal that would expedite the construction of the Delta Tunnel project. A proposal as large, controversial, and dangerous as the Delta Tunnel needs to be subject to the highest standards of review, public input, and expert opinion, said Assemblymember Villapudua. Any attempt to avoid this is simply inappropriate and needs to be reconsidered.”- Sierra Sun Times, June 23, 2023

It's been a life-long passion of mine to serve my community. From working to ensure families got the health care they deserved by enrolling them in affordable healthcare, to making sure our area children and seniors had activities that kept them healthy, and engaged; service to the community I grew up in, went to school in and am raising a family in is why I'm running to represent you in State Legislature as your Assemblymember for the 13th Assembly District.

When I served as on the San Joaquin County Board of Supervisors, I rolled up my sleeves and went to work, saving healthcare in our county by turning around our County General Hospital, a hospital that was on the verge of closing. As your Assemblymember, I'll work to make sure sure our educational dollars are spent not only on those seeking to fulfill the promise of obtaining a college degree, but for our hard working young men and women in the vocational trades, so that our area has a work force that will attract more labor friendly, living wage jobs, and ensure that we have a housing supply that our region can afford, so that not a single hard working man, woman or family, is forced out of having a stable roof over their head.

I'm proud to be endorsed by the California Teachers Association and would be honored to have your vote in the March 3rd Primary. You can visit me online at www.carlos2020.com or email me at carlos@carlos2020.com

Scorecards

See also: State legislative scorecards and State legislative scorecards in California

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
