Biography

Carmen Torres was born in San Juan, Puerto Rico. She earned a high school diploma from Theodore Roosevelt High School, an associate degree from Valencia College in 2011, and a bachelor's degree from the University of Central Florida in 2015.[1]

I was born in Puerto Rico and raised in New York. I was a teen single mom and served as the family and community Spanish to English “Translator.” I worked for the New York Transit and Police Departments. Our family moved to Ocala, Florida in the early 1990's and I fought against discrimination and racial profiling of Hispanics and for the rights of migrant workers. I moved to Central Florida and worked for the Department of Corrections where I led efforts to unionize workers. I have been a community organizer and political advocate serving as the Obama Hispanic coordinator in Central Florida and served as past Orange County Democratic Chair. I am ready to take my lifetime of personal and political experiences and get to work for the people of Senate District 25.
  • Working families, Veterans and Seniors need safe, affordable housing for their families, I support securing the Sadowski Housing Trust fund for housing funding only and allowing more zoning and development options for cities and counties to create new affordable housing that works in their communities. Republicans gave 3 billion dollars of our tax money to private insurance companies and did nothing to stop cancellations of policies or huge rate increases for homeowners. I will support reducing insurance cost for you NOT bailing out greedy insurance companies.
  • Florida is experiencing workforce shortages in every sector of our economy. I support increasing apprenticeship, job training and certification programs so workers can get the skills they need to secure good paying jobs with wages that can support themselves and their families.
  • My Democratic opponents & I are good Dems & would likely vote the same way on all the major issues 90% of the time. The biggest difference between us is how we would represent this district. I am the only Hispanic Democratic Candidate for this majority Hispanic seat so I can communicate with & represent all of the constituents. I have the time to serve as a full-time Senator for our community while my opponents have outside employment & will be a part-time Senator. I am running to serve the best interest of our community & the State, my opponents are running to serve their own personal or political self-interests. This is the last majority Hispanic Democratic seat in the Senate & I will be a strong voice for us all!
An average of one thousand people a day are moving to Florida which is creating demands on our current public services. This new growth requires us to expand public safety, education, transportation, and healthcare services overall. I will work with our federal and local community partners to ensure that the state is providing the necessary funding required to address the needs and costs of these new services going forward.

All elected State officials take an oath to preserve, protect and defend the health, safety and welfare of all Floridians. This will be my guiding core principle in representing the constituents of my district and across the state.

Yes, no one person can govern by themselves and to be effective you need to work with your colleagues to pass laws and create public policy that benefits the public.
My husband, Victor Torres, served as a member of the Florida House of Representatives for 4 years and has been serving for the past 8 years as the State Senator for this district. If elected, I will work to continue his legacy and serve the constituents with the same dedication and passion he has shown.
All Floridians are dealing with property insurance increases or cancelations. My own 87 year-old mother was recently notified that because of the age of her roof her insurance company was canceling her policy. We had to pay thousands of dollars to replace her roof and the insurance company still refused to reinsure her. My mother is now insured under the public Citizens Insurance program in Florida which is the insurer of last resort. Her story is one that too many homeowners have had to deal with in the past few years. Reforms to this system are long overdue and desperately needed to protect her and millions of other homeowners in Florida.

Florida is only one of 9 states that has not expanded Medicaid coverage under the Affordable Care Act. My first bill will be to expand Medicaid services for the nearly one million eligible uninsured Floridians.
