Carol Comer
Carol Comer was the director of the Missouri Department of Natural Resources from 2017 to 2021. She was appointed by Gov. Eric Greitens (R) in January 2017.[1] Comer died before the end of her term in June 2021.[2]
Comer was the commissioner of the Indiana Department of Environmental Management from 2016 to 2017.[3]
Biography
Education
Comer earned her bachelor's degree in business from Indiana University-Purdue University at Indianapolis (IUPUI) in 1989. She earned her Master of Public Administration in Environmental Management from IUPUI in 1996. Also in 1996, Comer graduated with her law degree from the Indiana University School of Law.[3]
Legal career
From 1991 to 2002, Comer was an associate attorney at Plews, Shadley, Racher & Braun, where she participated in civil litigation and administrative proceedings.[3]
After that, from 2002 to 2003, Comer was an administrative law judge with the Indiana Utility Regulatory Commission, where she presided over cases involving utility matters such as certification and rate regulation.[3]
From 2003 to 2005, Comer was an attorney of counsel at Lewis, Roca, Rothgerber & Christie, where her work involved civil litigation and administrative proceedings.[3]
From 2005 to 2015, Comer was a senior administrative law judge for the state of Indiana. In this role, Comer presided over cases primarily in the area of tax law.[3]
Political career
Indiana Department of Environmental Management (2013-2017)
Comer served as the Indiana Department of Environmental Management (IDEM) general counsel from 2013 to 2015. As general counsel, Comer oversaw litigation and rule-making within the agency and managed thirty attorneys and staff members.[3][4]
Comer served as the IDEM chief of staff for seven months before being appointed commissioner in August 2015 by then-governor Mike Pence (R). In Indiana, the director of IDEM serves on the governor's cabinet.[3]
