Biography

Carolyn Weems earned a bachelor's degree from Clemson University in 1982.[1]. She is a former tennis coach at Old Dominion University.[2]

The November 4, 2014, general election in Virginia Beach City Public Schools featured six seats up for election. The districts of Bayside, Beach, Lynnhaven and Princess Anne were up for re-election, in addition to two at-large seats.

For the at-large seats, incumbents Dorothy Holtz and Robert Melatti sought re-election against four challengers. They were Alvenia Leboeuf, Ashley McLeod, Gregg O’Neil and Osmay Torres.

In the Bayside (District 4) race, incumbent Carolyn Weems faced challenger Clenise Platt. In the Beach (District 6) race, incumbent Samuel Reid competed against Sharon Felton. Lynnhaven (District 5) incumbent Emma L. Davis did not file for re-election; three candidates sought her seat. They were Michael Kelly, Carolyn Rye and Gregory Strangways. Two candidates, Kimberly Melnyk and Frances Thompson, challenged incumbent William Brunke for the Princess Anne (District 7) seat.

Holtz and McLeod won election to the at-large seats. Weems, Felton, Rye and Melnyk won their respective district seats.

Carolyn Weems and her husband Billy have lived in the District 9 community for over 30 years. After college at Clemson University, they moved to Norfolk where they both began teaching and coaching at ODU. Carolyn enjoyed 6 years there as the Women’s Tennis Coach. While in college at Clemson, she was a varsity tennis player, a student senator, a resident assistant, member of Fellowship of Christian Athletes and worked part time cleaning bathrooms in her dormitory. A few years later, they moved to Virginia Beach so their children could attend Virginia Beach Public Schools. After a storm destroyed their business, they started a small advertising specialty company and have managed this business for approximately 3 decades. They were blessed to have 5 children who are all very different and definitely had different pathways to adulthood and Carolyn quickly became very involved with their schools and extracurricular activities. Carolyn is now a teacher, church Youth Director, a member of the School Board and President of Caitlyn’s HALO, her non-profit she began in honor of her daughter, Caitlyn, after she died of an opioid overdose.
  • We must prepare students for the workforce and not just college. I support the creation of a full time Vocational High School
  • Parental rights and input must be at the forefront of all policy decisions made by the school board
  • Teachers must be given support for student discipline problems and working conditions must be improved
Over the course of my years on the School Board I have consistently fought for students with special needs. While our school system has improved in this area, we need to collaborate more with our parents and community members of the SEAC (Special Education Advisory Committee). Also, better transition services are needed as well as more opportunities for students with special needs to be included in extracurricular activities.

I lost my daughter to opioid addiction after she became addicted after a sports injury. I am passionate about educating the public and students about the dangers of prescription drugs. I have been successful in getting this messaging into the Family Life Education curriculum in our schools but we must do more. I am leading an effort to create a "recovery school" that would provide students with the necessary resources to get treatment for their addiction while also continuing to get an education.
