I'm Carter Rogers, and I'm excited to announce my candidacy for the Oklahoma House of Representatives, representing District 37. At 22 years old, I may be young, but I bring a fresh perspective and a strong commitment to serving our community.

As an independent candidate, I am not bound by party lines or special interests. My sole focus is on representing the needs and concerns of the people of District 37. I believe in bringing people together to find innovative solutions to the challenges we face, regardless of political affiliation.

I am deeply passionate about issues such as education reform, economic development, and ensuring access to a high quality of life for all Oklahomans. With your support, I am committed to being a voice for progress and positive change in our state legislature.

I look forward to meeting and listening to each and every one of you in the coming months. Together, we can build a brighter future for Oklahoma and House District 37.
  • I firmly believe in empowering our communities by putting the power back into the hands of the people who live, work, and raise families in District 37. It's about recognizing that the best solutions often come from those who are directly impacted by the issues at hand.

As a candidate, I believe in actively engaging with our communities, listening to their concerns, and involving them in the decision-making process. Whether it's through town hall meetings, community forums, or one-on-one conversations, I am committed to being accessible and responsive to the needs of the people I aim to represent.

By empowering communities, we can build a stronger, more resilient District 37 and create a brighter future for generations to come.
  • Electing an Independent presents a pivotal opportunity for true representation and accountability in District 37. I bring a fresh perspective unencumbered by party politics, beholden only to the needs and aspirations of our community. Unlike the incumbent, who may be bound by party agendas and obligations, I pledge to prioritize the voices of our constituents above all else. My allegiance lies with the people of District 37, not with any partisan interests or political machinery. In essence, voting for me as an Independent is a vote for genuine representation, accountability, and progress. Together, let's chart a new course for District 37, one defined by unity, integrity, and unwavering dedication to the well-being of our community.
  • Who better to champion education reform than someone who has experienced firsthand the strengths and shortcomings of Oklahoma's public education system? As a recent graduate (2020) of our state's schools, I intimately understand the challenges facing students, teachers, and administrators alike. Unlike other candidates, I don't just talk about education reform—I've lived it. I've navigated crowded classrooms, struggled with outdated textbooks, and witnessed the consequences of budget cuts firsthand. That's why I'm not just committed to rhetoric; I'm committed to action. With me as your voice in the legislature, you can trust that education reform won't just be a talking point—it will be a top priority.
1.) Education Reform: Advocating for increased funding for public schools, reducing class sizes, updating curriculum to meet modern standards, and supporting teachers with better pay and resources.

2.) Economic Development: Focusing on initiatives to stimulate economic growth, create jobs, and attract investment to Oklahoma, particularly in industries such as renewable energy, technology, and small business development.

3.) Tax Reform: Oklahoma should prioritize fairness and equity. It's time to shift the burden away from low- and middle-income families who are struggling to make ends meet. By implementing reforms that provide relief for those who need it most, we can build a more just and prosperous future for all Oklahomans.
1.) Accountability: Elected officials should be accountable to the people they represent, taking responsibility for their actions and decisions and being responsive to the needs and concerns of their constituents.

2.) Commitment to Public Service: An unwavering dedication to serving the public interest above personal or partisan interests is essential for maintaining public trust and confidence.

3.) Adaptability and Open-mindedness: Elected officials should be open to new ideas, willing to learn from others, and adaptable in response to changing circumstances and feedback from constituents.

4.) Integrity: Elected officials must uphold the highest standards of honesty, transparency, and ethical conduct in their actions and decision-making processes.

5.) Courage: Elected officials must have the courage to stand up for what is right, even in the face of opposition or adversity, and to advocate for the best interests of their constituents, even when it may not be politically expedient.
1.) Legislative Duties: Crafting, introducing, debating, amending, and voting on legislation that affects the state and its citizens. This includes proposing bills, resolutions, and amendments, as well as participating in committee hearings and floor debates.

2.) Constitutional Duties: Upholding the Oklahoma Constitution and fulfilling any additional responsibilities prescribed by state law, including participating in the redistricting process following the decennial census.

3.) Oversight and Accountability: Conducting oversight of state agencies and programs to ensure they are operating effectively, efficiently, and in accordance with state laws and regulations. This may involve holding hearings, requesting audits, and investigating issues of concern.

4.) Constituent Services: Serving as a liaison between constituents and state government agencies, assisting with navigating bureaucratic processes, addressing concerns, and advocating for constituents' needs and interests.

5.) Community Engagement: Engaging with community organizations, attending local events, and meeting with constituents to understand their needs, concerns, and priorities, and to keep them informed about legislative developments.

6.) Collaboration: Working collaboratively with other legislators, state officials, local government leaders, advocacy groups, and stakeholders to address complex issues, build consensus, and advance legislative priorities.
My very first job was at a local Office Supply store in Fairfax, Oklahoma. I was 14-15, doing computer repair work for the local community. I stayed there for maybe a year before getting a job at a local restuarant that I kept for about 3 years before going to college.
I believe that the relationship between the governor and the state legislature should be characterized by cooperation, transparency, and a shared commitment to serving the best interests of the people of Oklahoma. While there may be differences in political ideology and priorities between the executive and legislative branches, it is essential that both sides work together constructively to address the challenges facing our state.

Open communication and collaboration between the governor and legislators are crucial for effective governance and policymaking. By fostering a spirit of bipartisanship and inclusivity, we can ensure that diverse perspectives are considered, and that decisions are made with the input and feedback of all stakeholders.

At the same time, it's important for the governor and the legislature to maintain their respective roles and responsibilities as outlined in the state constitution. While the governor sets the agenda and provides leadership for the state, the legislature serves as the deliberative body responsible for passing laws and overseeing the allocation of state resources.

Ultimately, the ideal relationship between the governor and the state legislature is one characterized by mutual respect, collaboration, and a shared commitment to advancing the common good. By working together in good faith, we can address the pressing issues facing our state and build a brighter future for all Oklahomans.
As we look ahead to the next decade, Oklahoma faces a range of complex challenges that will require bold leadership and innovative solutions. Among the most pressing issues are:

1.) Education Funding and Quality: Oklahoma must prioritize investments in its public education system to ensure that every child has access to a high-quality education. This includes addressing funding disparities, supporting teachers, and modernizing curriculum and infrastructure.

2.) Healthcare Access and Affordability: Access to affordable healthcare remains a significant concern for many Oklahomans, particularly in rural areas like ours. We must work to expand access to healthcare services, address disparities in healthcare outcomes, and strengthen healthcare infrastructure statewide.

3.) Economic Development and Job Creation: Oklahoma's economy is in transition, and we must adapt to meet the needs of a changing workforce. This includes supporting small businesses, investing in workforce development programs, and attracting new industries and opportunities to the state.

5.) Government Accountability and Transparency: Upholding the highest standards of integrity, transparency, and accountability in government is essential to maintaining public trust and confidence. We must work to strengthen ethics laws, promote transparency in government operations, and ensure that elected officials are held accountable for their actions.

Addressing these challenges will require collaboration, creativity, and a willingness to work across party lines. As an Independent candidate, I am committed to putting the needs of the people of Oklahoma above partisan politics and working collaboratively to find solutions that benefit all citizens.
Previous experience in government or politics can sometimes lead to entrenched attitudes and allegiances that may limit a legislator's ability to think independently and act in the best interests of their constituents. Without the baggage of prior political affiliations or obligations, Independent candidates like myself can approach issues with fresh perspectives, free from the constraints of party politics.

Furthermore, having a background outside of government or politics can bring valuable insights and expertise from other fields, such as business, education, or community activism. This diversity of experience can enrich legislative deliberations and lead to more innovative and effective policy solutions.

By electing Independent candidates who come from outside the traditional political establishment, voters can send a clear message that they value independence, integrity, and a commitment to serving the people above all else. With a fresh perspective and a dedication to putting the needs of constituents first, Independent legislators can bring positive change and renewed accountability to state government.
Yes, I believe it is very beneficial to build relationships with other legislators because:

1.) Achieving Policy Goals: Collaboration and coalition-building are essential for passing legislation. By forming positive relationships with other legislators, Independent candidates can find allies who share their policy priorities and work together to advance common goals.

2.) Influencing Decision-Making: Having strong relationships with fellow legislators can increase an Independent candidate's influence in the legislative process. By earning the respect and trust of their colleagues, Independent candidates can effectively advocate for their constituents and shape the outcome of debates and votes.

3.) Bipartisan Solutions: Independent candidates have the flexibility to work with members of both major parties to find bipartisan solutions to complex issues. By bridging the partisan divide and fostering cooperation, Independent candidates can help break through gridlock and deliver meaningful results for their constituents.

4.) Constituent Representation: Ultimately, the goal of building relationships with other legislators is to better represent constituents. By forming alliances and working collaboratively with colleagues, Independent candidates can more effectively address the needs and concerns of the communities they serve.
If elected, I'll be fully dedicated to serving the constituents of Oklahoma House District 37 and addressing the pressing issues facing our community. While my focus is on representing the needs and concerns of my constituents in this capacity, I'm open to the possibility of running for a different political office in the future if it aligns with my values and allows me to continue making a positive difference for the people of Oklahoma. Ultimately, my decision will be guided by a commitment to public service and the desire to contribute meaningfully to the betterment of our state.
1.) Education Committee: I am deeply passionate about the future of Oklahoma's children and believe that a strong, equitable, and accessible public education system is essential for their success. Serving on the Education Committee would provide me with the opportunity to be directly involved in shaping policies that impact our schools, teachers, and students.

With my recent experience as a graduate of Oklahoma's public education system, I understand the challenges and opportunities facing our schools firsthand. I am dedicated to advocating for increased funding, innovative reforms, and policies that prioritize the needs of students and educators.

By serving on the Education Committee, I can work collaboratively with colleagues from across the political spectrum to address issues such as funding disparities, curriculum standards, teacher recruitment and retention, and access to resources and technology. Together, we can ensure that every child in Oklahoma has access to a high-quality education that prepares them for success in the 21st century.

I'm limited on words here but, I'm also interested in the Budget Committee and the Small Business and Economic Development Committee.

Financial transparency and government accountability are fundamental pillars of good governance, regardless of political affiliation. As an Independent candidate, I believe in promoting these principles to ensure that government operates in the best interest of the people it serves.

Financial transparency involves making government spending and financial information accessible to the public in a clear, understandable manner. It allows citizens to track how their tax dollars are being used, hold elected officials accountable for their stewardship of public funds, and identify potential waste, fraud, or abuse.

Government accountability means that elected officials and government agencies are held responsible for their actions and decisions, and that mechanisms are in place to ensure that they operate ethically, efficiently, and in accordance with the law.

As an Independent candidate, I am committed to promoting financial transparency and government accountability through the following measures:

1.) Ethical Standards and Oversight: I will work to strengthen ethics laws and oversight mechanisms to prevent conflicts of interest, corruption, and abuse of power within government institutions.

2.) Public Access to Information: I will support policies to increase access to government records and information, including online portals where citizens can easily access financial reports, contracts, and other relevant documents.

3.) Open Budgeting: I will advocate for the adoption of transparent budgeting processes that involve meaningful public participation and provide clear, detailed information about government revenues, expenditures, and financial obligations.

4.) Transparency in Campaign Finance: I will support efforts to increase transparency in campaign finance, including stricter reporting requirements for political contributions and expenditures, to reduce the influence of special interests in the political process.
