Catherine Russell is a former U.S. ambassador for global women's issues who served during the Obama administration.

President Joe Biden (D) announced he had selected Russell as White House personnel director on November 20, 2020.[1] On December 10, 2021, Biden said she would be leaving the position to become the executive director of UNICEF, and that Gautam Raghavan would become the next White House personnel director.[2]

Biography

Russell received a B.A. in philosophy from Boston College and a J.D. from George Washington University Law School.[1]

She was a staff director of the Senate Judiciary Committee and a senior counsel to Sen. Patrick Leahy (D-Vt.). In the Clinton administration, she was an associate deputy attorney general.[3]

During the Obama administration, Russell was the U.S. ambassador-at-large for global women's issues. She also served as deputy assistant to the president and chief of staff to then-Second Lady Jill Biden.

Russell was vice chair of the Biden presidential campaign and a member of the advisory board for the Biden Transition.[1]
