Cathy Baylor was a candidate for District 4 representative on the Edmonds School District school board in Washington. Baylor was defeated in the by-district general election on November 7, 2017.

Biography

Baylor's professional experience includes working as a nationally certified music teacher, a director, and a tutor. She has served as the president of the Edmonds Music Teachers Association, the Lynnwood Library Board, and the Edmonds Community College Preschool Coopertive Program Inter-Cooperative Council. She earned her bachelor's degree from the University of Washington with an emphasis in education, music, and Spanish language/literature. Baylor graduated from Lynnwood High School.[1][2]

Two of the five seats on the Edmonds School District school board in Washington were up for by-district general election on November 7, 2017. A primary election for District 4 was held on August 1, 2017, because more than two candidates filed for the seat.

District 2 board member Ann McMurray filed for re-election and defeated challenger Mitchell Below. Cathy Baylor and Deborah Kilgore defeated third newcomer Cindy Sackett in the primary for the open District 4 seat. Kilgore won the general.[3]

Baylor submitted the below statement to Ballotpedia in answer to the question: "What is your political philosophy?"

I am running because I believe that education is the answer to nearly all social ills; that I have developed the skillset to be able to improve it; and because I want to make sure that access to public school remains open to all our citizens.

I also want to give back to the community who has given so much t me.

I hope to improve the school district by being a voice for the nearly 50% or our students who are non-white; I hope to help hold the standard for Arts education as an integral part of a defined basic education; and I hope to advocate for increased teacher pay, so we don't start losing teachers to states who have higher teacher compensations.[6]

Voters' guide statement

Baylor submitted the statement below to the Snohomish County voters' guide:[1]

I've lived in the Edmonds School District for 48 years. The members of this community are my family and friends, and their ability to live happy, productive lives is important to me. Their access to a high quality public education is imperative.

Fifty percent of the students in our school district identify as non-white. As director of the Indian Education Program, parent of enrollees, and daughter of a tribal councilmember, I have experience advocating for inclusion. I can understand and speak to the social and educational needs of these students as only a fellow member of a minority population can.

I know first hand from my experience as a music teacher, program coach for academic teams, and parent, that students educated in the arts have improved critical thinking and creative problem solving skills in all academic disciplines. The Arts are not superfluous; they are part of a well-rounded basic education.

We want the best teachers in our schools. Our teachers deserve salaries that reflect their advanced education and hard work. They should be able to live with dignity in the community where they are employed.

I ask for your vote to improve public education in our district.[6]
