Biography

Cecilia Aguiar-Curry was born in San Luis Obispo, California and grew up in western Yolo County. After going to school and working in the Bay Area for several years, she moved back to her hometown of Winters where she served as a planning commissioner and as a city council member. Aguiar-Curry was also elected mayor of Winters, becoming the first female to serve in that position. After earning a degree in business administration from San Jose State University, she launched a consulting firm.[2][3]

Elections for the California State Assembly took place in 2016. The primary election was held on June 7, 2016, and the general election was held on November 8, 2016. The candidate filing deadline was February 25, 2016, for candidates filing with signatures. The deadline for candidates using a filing fee to qualify was March 11, 2016.[4] Incumbent Bill Dodd (D) did not seek re-election.

As a single mom, small businesswoman, family farmer and former mayor, I understand what our families have experienced over the past few years.
  • While our state is full of opportunity, too many of our neighbors are still coping with high prices, a lack of affordable housing, access to quality health care, and the assault on women’s rights and reproductive freedom. Our environment is threatened by the climate crisis and resulting fires, floods and drought.
  • Since 2016, I’ve led the battle to make our communities’ voices heard in a legislature dominated by Los Angeles and the Bay Area. Through hard work and perseverance, we have made real progress in fighting for women’s rights to control their own bodies; expanding healthcare, including telehealth and rural healthcare; delivering broadband to millions of Californians; protecting workers and retirees; supporting firefighters, preventing wildfires, and compensating fire victims; protecting immigrants; investing millions to revitalize Clearlake and local economies; and making it easier to pass local measures to increase housing and improve infrastructure.
  • This year I was honored to be named Assembly Majority Leader and elected Vice-Chair of the Legislative Women’s Caucus. I will continue to fight for jobs; to combat climate change; and to protect farmers, workers, children and families. Together we will lift up all Californians.
Issues pertaining to children and the elderly
In a legislature dominated by large metro areas, I think it is crucial for the District 4 representative to be a voice for the rural communities and small cities that populate our district.
Listening, learning from my constituents, and holding true to the values I've held since I first ran for office over 10 years ago.
I would like to be remembered as someone who stood up for the small cities and rural communities of my district, and who put children and seniors first.
Housing, healthcare, and dealing with the impacts of climate change
Yes I do think we need to hear from people who have served at the local government level. It greatly informs our decision-making.

As someone who started as a City Councilmember and Mayor of the small town of Winters, I loved the Local Government Committee. The Agriculture Committee deals in issues of great importance to my district, where the economy is dominated by the wine industry and all aspects of agriculture. And Healthcare is hugely important to each and every person in our state.
We need to be mindful of staying within our means. The economy is cyclical, and the state's financial fortunes can swing. We need to always make sure we are ready to cope with another downturn.

I grew up in the small town of Winters with three brothers. Dad was a high school ag teacher and mom volunteered in the community. We bought a small walnut orchard, which my family still owns and operates.

I was a single mom who earned a degree in business and supported myself and my two girls. I started my business as a water and land use consultant and continued to help with our family farm.

I know first-hand what it’s like to scrape to make ends meet - how rising prices or stagnant wages can add to a family’s struggles. And while government strives to support and protect working families and the environment, we need to be thoughtful about the impact on small businesses and farmers.

I got involved in my city and was elected the first woman Mayor of Winters. Since 2016, I have represented most of Yolo, all of Napa and Lake, and parts of Solano, Sonoma and Colusa Counties in the 4th Assembly District.


  • My first priority as a legislator is making the needs of small cities and rural communities heard in Sacramento.
  • I am working hard every day, fighting for the needs for District 4 - better schools, health care for everyone, affordable housing, a strong economy, supporting our farmers, preventing climate change..
  • I also believe strongly in a woman's right to control her own body. That's why I was so proud to join other members of the CA Legislative Women's Caucus in proposing legislation to strengthen and expand access to abortion and ensure that California is a national beacon for reproductive freedom.
Nothing is more important than making sure Californian's feel safe in their homes and communities. That's why I support making sure our law enforcement officers have the resources they need to do their jobs effectively. At the same time, I have been a strong supporter of police and criminal justice reform issues, having voted in favor of the ACLU position on 12 of 13 of this year's police reform legislation.
