Cecilia Lizarraga was a member of the El Paso City Council in Texas, representing District 8. Lizarraga assumed office on July 25, 2017. Lizarraga left office on January 3, 2023.

Lizarraga earned a B.S. in education from the University of Texas at El Paso and a master's of education from the University of Texas at Austin. At the time of her 2017 run for office, she was retired from her work as an educator for the El Paso Independent School District.[1]

The city of El Paso, Texas, held a general election for mayor and city council on May 6, 2017. Runoff elections for mayor and city council and a special election for city council were held on June 10, 2017. The filing deadline for the May election was February 17 and the filing deadline for the June special election was May 1, 2017.

Mayor Oscar Leeser did not run for re-election in 2017. His seat and the city council seats in District 2, 3, 4, and 7 were up for regular election. The June special election, which advanced to a runoff on July 15, filled the vacancy created by the resignation of District 8 Councilwoman Cortney Niland.[2] Cecilia Lizarraga defeated Robert Cormell in the runoff election for the District 8 seat on the El Paso City Council.[3]

Robert Cormell and Cecilia Lizarraga defeated Gilbert Guillen, Adolfo Lopez, and Trinidad Acevedo in the special election for the District 8 seat on the El Paso City Council.[4]

Lizarraga's campaign website highlighted the following issues:

SAFE STEETS & ROAD IMPROVEMENTS

There are multiple traffic and safety transportation projects currently underway in District 8 causing traffic jams and lengthy delays. I will work with state and local authorities to ensure these projects stay on projected timelines. And your public dollars deserve to be put to work for the basics: filling potholes, controlling flooding, and fixing sidewalks. I will work to ensure road improvements are expedited and repairs are a priority in District 8.

SOLAR POWER & ALTERNATIVE ENERGY
El Paso is the 4th sunniest city in the entire USA. We need an active City Council voice to serve as an advocate to support and grow clean-energy industry initiatives by investing in solar projects that reduce utility rates for consumers, businesses and public entities. I will ensure the City of El Paso's 'RIGHT TO SUNLIGHT' code provides best affordable practices for consumers, businesses and public entities.

NO TO ELECTRIC RATE HIKES
City Council needs an active voice and watchdog over increases in electric rates in El Paso. El Paso Electric, with record stock prices and profits and with salaries in the millions, should not burden taxpayers with another rate hike. I will fight any unnecessary rate hikes and be your voice in City Hall and at the Public Utility Commission (PUC).

ACCOUNTABLE & ETHICAL LEADERSHIP
Many people feel left out of the decision–making process. Too many big projects are decided behind closed doors, raising a cloud over ethical practices at City Hall. I am accountable to you the people of District 8. As a mother, grandmother, wife, retired educator, and concerned citizen I will never dishonor my oath of office. YOU are my only agenda. I will represent the best interests of District 8 and the City of El Paso.

PUBLIC SAFETY & FIRST RESPONDERS
We must continue to be the 'Safest City in America' and to ensure that our Police officers and first responders have the necessary budget to protect the citizens of El Paso. I will be an active Councilwoman to ensure we have a 'Public Safety First' public policy that protects our citizenry and our first responders.[5]

In a NewsChannel9 candidate forum, Lizarraga said she supported building an arena in downtown El Paso and a proposed mixed-use development project on Shadow Mountain Drive in West El Paso.[7]
