WITHOUT CREATING ANY NEW TAX OR INCREASING ANY CURRENT TAXES, SHALL THE CITY OF CENTENNIAL BE PERMITTED TO RETAIN AND SPEND CITY REVENUES DERIVED FROM ANY AND ALL SOURCES IN EXISTENCE NOW OR IN THE FUTURE IN EXCESS OF THE SPENDING OR OTHER LIMITATIONS SET FORTH IN ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION? YES NO
