Four of the seven seats on the Ceres Unified School District board of trustees in California were scheduled to be up for nonpartisan general election on November 7, 2017, but the election was canceled due to lack of opposition. Incumbents Mike Welsh, Valli Wigt, Lourdes Perez, and Betty Davis were the only candidates to file for the Trustee Area 2, 3, 5, and 6 seats, respectively. They were re-elected to five-year terms by default.[1]

Canceling elections due to unopposed races was not unusual for the district. The 2013 and 2015 elections were also canceled after incumbents were the only ones to file. For information on election trends in the district, click here.

The Ceres Unified board of trustees consists of seven members. Members are normally elected to four-year terms, but for the 2017 and 2019 elections, they were elected to five-year terms in order to switch the district's elections to even-numbered years, a requirement of a statewide voter participation law. The nonpartisan elections are held by district on a staggered basis so that three or four seats are up for election every two years.[2][3][4]

To get on the ballot, board of trustees candidates had to file with the Stanislaus County Registrar of Voters by August 11, 2017. To vote in this election, citizens of the school district would have had to register by October 23, 2017, if the election had not been canceled.[5] Photo identification would not have been required to vote in this election.[6]

California school board candidates had to file two pre-election campaign finance reports. The first was due on September 28, 2017, and the second was due on October 26, 2017. In addition to those two reports, candidates had to file a semi-annual report on January 31, 2018, if they did not terminate their campaign committees by December 31, 2017.[8]

If candidates did not raise or spend more than $2,000 for their campaigns, they had to file Form 470 instead of the regular campaign finance report on September 28, 2017. They did not have to file any additional campaign finance reports as long as their campaign contributions and expenditures remained under $2,000.[8]

In both 2013 and 2015 all of the incumbents whose terms were up for re-election filed to retain their seats and ran unopposed. Those incumbents won re-election to their seats automatically after the district canceled the elections, just as the four incumbents who filed to run for additional terms in 2017 did.

The Ceres Unified School District is located in Stanislaus County in central California. The county seat is Modesto. Stanislaus County was home to an estimated 541,560 residents in 2016, according to the United States Census Bureau.[9] The district was the 119th-largest school district in the state in the 2014-2015 school year and served 13,694 students.[10]

Demographics

Stanislaus County underperformed compared to California as a whole in terms of higher education achievement between 2011 and 2015. The United States Census Bureau found that 16.5 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 31.4 percent for state residents. During the same time period, the median household income for Stanislaus County was $50,125, compared to $61,818 for the entire state. The poverty rate in the county was 19.5 percent, while it was 15.3 percent statewide.[9]
