Cesar Perales (b. November 12, 1940) was a secretary of state for New York. He was nominated to this position by Gov. Andrew Cuomo (D) on March 31, 2011, and unanimously confirmed by the state Senate on June 7, 2011. He replaced acting secretary Ruth Noemí Colón.[1] New York Governor Andrew Cuomo (D) nominated former El Diario editor and publisher Rossana Rosado to succeed Perales.

Perales, who also served as a senior advisor for policy to the governor, co-founded the Latino Justice Puerto Rican Legal Defense and Education Fund (Latino Justice PRLDEF), serving as its first executive director and later as its president and general counsel.[2]

Perales was appointed as commissioner of the New York State Department of Social Services by then-Governor Mario M. Cuomo (D), Andrew Cuomo's father.[3]

Perales spent the majority of his career as a public servant, including serving as assistant secretary at the U.S. Department of Health and Human Services during the administration of President Jimmy Carter (D), as commissioner of the New York State Department of Social Services under Governor Mario Cuomo and as deputy mayor of New York City under Mayor David Dinkins (D). Perales is a co-founder of LatinoJustice PRLDEF.[4]
