Heading into the election, Ballotpedia rated this race as safely Republican. Ted Budd (R) defeated Bruce Davis (D) in the general election on November 8, 2016. In the Democratic primary, Bruce Davis defeated Adam Coker, Bob Isner, Kevin Griffin, and Mazie Ferguson. Budd defeated 16 other Republican candidates to win the Republican nomination.

Incumbent George Holding (R) of District 13 sought re-election for the District 2 seat in 2016. He defeated fellow Republican incumbent Renee Ellmers and Greg Brannon in the primary.[3] Holding's change of plans came after redistricting in North Carolina in February 2016 substantially changed the constituency of both districts. Holding's decision to run in District 2 essentially made District 13 an open seat, and as a result, 22 candidates filed to run for the seat. [4][5][6][1][7][3]

Campaign themes

2016

The following issues were listed on Gant's campaign website. For a full list of campaign themes, click here.

  • National Security: The rise of radical Islam through most notably the Taliban and ISIS (Islamic State of Iraq and Syria) or their preferred name, ISIL (Islamic State of Iraq and the Levant), has created national security threats for our country as well as for those traveling abroad in our military or in civilian business or diplomatic roles.
  • National Debt: Currently our country is on a spending frenzy that must be circumvented. We must become fiscally responsible and begin to refuse to borrow for things that we simply do not have the funds for.
  • Abortion: Our country will never be blessed by God like it could be until we stop the killing of our unborn children. This is an issue that I will fight for every single chance and opportunity that I get. We cannot rest until Roe v. Wade is overturned and the blood of our innocent children is no longer being spilled in our country.
  • 2nd Amendment: "God, guns and guts made America great." This statement sounds somewhat cliche but it is the truth. Our founding fathers were fighting men of spirit and of faith. I would will do everything in my power while representing the 13th District to ensure that men of faith and spirit can continue to have one of the staple rights that our founding fathers believed in.
