The Chamberlain Project PAC was formed to support the Maine Ranked Choice Voting Initiative, Question 5 in 2016. The group received a $50,000 donation from the Action Now Initiative, a 501(c)(4) nonprofit organization associated with John and Laura Arnold of Houston, Texas.[2] Action Now also supported the Maine initiative.[3]
Question 5 sought to institute ranked-choice voting, or instant-runoff voting, for elections in the state. The measure defined ranked-choice voting as "the method of casting and tabulating votes in which voters rank candidates in order of preference, tabulation proceeds in sequential rounds in which last-place candidates are defeated and the candidate with the most votes in the final round is elected."[4]

The Chamberlain Project PAC was headed by Cara McCormick, a campaign consultant and researcher who works for the firm Smart Campaigns. According to her biography with her company, McCormick had directed research for Charles Robb (D-Va.), John Kerry (D-Mass.), Joe Biden (D-Del.), Tim Kaine (D-Va.), Deval Patrick (D-Mass.), and Angus King (I-Maine).[5]
