Charles A. Francis was the chief judge of the Second Circuit Court of Florida. He was appointed to a newly created position on this court by Governor Jeb Bush (R) in 1999, and he was re-elected in 2008 and 2014.[1][2] Francis retired in March 2018.[3]

Biography

Francis received his B.A. from Florida State University in 1969 and his J.D. from the Florida State University College of Law in 1972. Francis practiced law in Tallahassee for 27 years before he was appointed to the circuit court in 1999.[4]
