Born in Monroe, NC, Holley has built his career as a consulting utility forester and contractor for Duke Energy Progress. With more than seven years of experience in utility vegetation management, he has worked in ground patrol inspections, danger tree identification, aerial trimming operations, and safety oversight on capital construction projects. He has helped manage multimillion-dollar transmission vegetation management programs across multiple regions. Holley is active in his community and has served as a board member of the local historical society. He is married and the father of one son. His priorities include strengthening Anson County’s financial stability, improving transparency and communication in local government, supporting responsible economic development, and preserving the county’s rural character. Holley emphasizes long-term planning and disciplined leadership to position Anson County for sustainable growth while protecting the values that define the community.
  • Anson County must strengthen its financial foundation. Getting off the State’s Unit Assistance List is a top priority. That requires disciplined budgeting, long-term capital planning, and responsible oversight of taxpayer dollars. Financial stability protects essential services, improves our standing with the state, and positions us for sustainable growth. This will not happen overnight, but with transparency, measurable goals, and steady leadership, we can restore stability and build confidence in our county’s future.
  • Trust between citizens and county government matters. I believe commissioners must listen, respond, and communicate clearly with the public while operating within legal guidelines. Transparency is more than public records—it is accessibility and accountability. I have attended town council meetings across the county to better understand local concerns and strengthen coordination between municipalities and county leadership. Strong communication builds public confidence and creates a more effective government
  • Anson County’s future depends on thoughtful long-term planning. Responsible growth should strengthen our tax base and infrastructure without sacrificing our rural identity. We must align development with financial capacity and infrastructure readiness. Looking toward 2036, our goal should be stability, opportunity, and preservation of what makes Anson County unique. With disciplined leadership and community collaboration, we can pursue progress while protecting our agricultural heritage and way of life.
