Biography
De Coune received his bachelor's degree in finance from the University of Central Oklahoma. His professional experience includes working as the lending manager for the Oklahoma Water Resources Board, the chief operating officer in an Oklahoma City school, and a financial analyst for MidFirst Bank. De Coune has been affiliated with the Consumer Credit Counseling Services of Central Oklahoma, the Community Literacy Centers, and United Way's Community Investment.[1]

|I have been in Finance for more than two decades. As the only Certified Public Funds Investment Manager and the only former banker in the race whose banking practices were not called "unsafe and unsound" by the FDIC, I believe I have the background necessary to bring true Financial Stewardship to the capitol.
As a Christian, I believe that Loving Your Neighbor begins by being accountable to all the tax payers in Oklahoma for every dollar spent.
- I will fight for the capitol to become accountable to all taxpayers for every dollar spent.
- I will prevent legislators from handing Public Education money to private businesses.
- I will fight backroom deals and will require checks and balances before funds can be disbursed.
Also, it is time for legislators to understand that the money at the capitol belong to the PEOPLE OF OKLAHOMA. As such, I will make sure that the right checks and balances are in place before any mjor funds are disbursed. And if a financial decision is made without following the Open Meetings Act, I will not be in a position to approve the spending of any funds. The legislators will have to go back to the drawing board, follow the law, and make sure that citizens have an opportunity to speak out. It's not that I'm mean or unapproachable... I just want our taxpayers' money to be spent with out taxpayers' best interest in mind.

What would be your top three priorities, if elected?
Turn the economy around so that our children and grandchildren are better off 10, 20, or 30 years down the road than we are now. Provide adequate funding to public education and core services. Be truly transparent and give a voice to all Oklahomans. Not just the elite or special interests
What areas of public policy are you personally passionate about?
As a finance professional, I love to work on policies that are designed to improve our financial situation. I especially enjoy working on policies allowing us to invest in our citizens, companies and their ideas in order to generate revenues. To balance a budget, we can either cut expenditures or look for ways to increase revenues. We have already been cutting a lot on the back of working families. Let's start investing!
What characteristics or principles are most important for an elected official?
Elected officials should be transparent. With that in mind, and because the treasurer is responsible for managing billions of dollars belonging to the people of Oklahoma, I agreed to release my tax returns. My opponent didn't. Elected officials should also represent all the people of Oklahoma. Not just the elites or special interests. Finally, we should work together, rather than against one-another, regardless of party affiliation.
What qualities do you possess that you believe would make you a successful officeholder?
I have 21 years of experience in Finance. The bonds I managed have the highest credit rating in the nation, while the bond ratings at the capitol have been downgraded under my opponent's watch. I stood with the teachers while my opponent stood against them and continuously authored bills to reduce their benefits even though they were already the second lowest paid in the nation. I am not a career politician, and I disagree with the idea of electing someone who has been part of the problem if we're looking for a solution.
What do you believe are the core responsibilities for someone elected to this office?
Representing the people of Oklahoma. Allowing Oklahoma to thrive so that our children and grandchildren are better off that we are. Working for transparency. Let's remember that the elected officials at the capitol are supposed to work for - and represent - the people of Oklahoma.
What legacy would you like to leave?
I want the hard working families of Oklahoma to be better off after I've served. I want Oklahoman's economy to thrive, and every Oklahoman to benefit from it. Not just the elite.
What qualities does this office possess that makes it a unique and important part of the state government?
I am not a politician. I have not "lost touch" with the people of Oklahoma and I'm not here to represent the elite or special interests. I love my current career and I only decided to run after my friends and I agreed that I would be a better choice for treasurer than my opponent.
Are there any little-known powers or responsibilities held by this office that you believe more people should be aware of?
The state treasurer will now be on the board of the Teacher Retirement System (TRS) and the Oklahoma Public Employee Retirement System (OPERS). I believe in investing in teachers and core service providers. My opponent, over his twelve years as state representative, has authored numerous bills to reduce teachers and workers' benefits, causing our best and brightest to leave the industry or the state. We need someone who believes in the value of education and core services to be on the board of TRS and OPERS.
Do you believe that it's beneficial for holders of this office to have previous experience in government or politics?
It would be beneficial if the person seeking office has been a unifier rather than a divider. However, for a position such as treasurer, it is also extremely important for the elected person to have the adequate experience in finance. I am the only candidate who has shown an ability to issue and manage bonds that carry the nation's highest credit rating. I am also the only candidate with strong experience in public, private and non-profit finance. Oklahoma deserves a strong, well-rounded finance professional with the tools and desire to help all citizens of Oklahoma; not just the elite.
