Two John Doe investigations, beginning in 2010 and ending in 2015, were launched by Milwaukee County District Attorney John Chisholm (D) into the activities of staff and associates of Gov. Scott Walker (R).[3] Sykes was an outspoken critic of the investigations]. On May 28, 2014, one of the targets of the second investigation, Eric O'Keefe, filed suit in state court against the Wisconsin Government Accountability Board (GAB) and its director, Kevin Kennedy, for the agency's involvement in the investigations.[4][5] Documents released pertaining to the lawsuit showed that GAB staff considered expanding the investigation to include Sykes and Fox News' Sean Hannity.[6][7]
