Biography

Charlie Tautuaa served in the U.S. Army. His career experience includes working in law enforcement, in the medical field as a caregiver, and as a business owner.[1]

What I would do differently?

Mandatory Retirement: Any employee of the state who holds public office (elected to by the people) at the time they reach their age of retirement; that individual WILL be required to find a successor and retire from office within three months from reaching retirement age.

Term Limits Required: Any public office that is elected too by the people (other than the Sheriff's Department and or Constables), may not serve more than two consecutive terms within eight years. Officials who seek re-election to public office and have served two consecutive terms; must be absent from public service for two terms before they are eligible for re-election. This will allow the community to be more involved in seeking candidates for upcoming elections, and for the public official to step down and observe the impact of their decisions while holding office.

What I would do differently?

Diversity, Equity Inclusion is an ideology and or belief that one is set up to be treated differently by employers and or superiors. While workplace bullying and or hazing is unacceptable, it will be left up to owners and or business chief operators to cultivate a workplace environment that caters to the needs of their business mission and vision.

While the State will recognize diversity within its ranks, it WILL NOT show favoritism or privileged treatment. It will, however; ensure that workplace equal opportunity laws are well observed and held to a standard.​ The laws WILL NOT bend the requirements for public sectors to cater to their employees. Employees are expected to add to the success of the business and be compensated for their labors performed. Individuals are not to require businesses to cater to individual beliefs, ideologies, and or preferences if it is against company policy, company culture, and or management expectations. ​ As Utah is an AT WILL employment state, if an employee feels that their employment does not meet their standards; that individual is protected by law to seek employment elsewhere where employment is much fitting to personal preference.

Election Integrity

What I would do differently?

Signature Collection (SB 54): Private companies shall not be hired to collect signatures for a candidate. The candidate must know the collector in a personal or professional setting to ensure accountability. All signature collectors and signatures collected must be foremost registered citizens of the United States, and secondly citizens of the state of Utah (Drivers License Required). This will ensure that noncitizens may not vote for a candidate in the general election. To protect the privacy of each signer, their signature must be accompanied by their Drivers License information and their Social Security number, to verify against the DMV database and to prevent fictitious data. ​
Ballot Counters: A team of 7 individuals voted for by the people of a county, to oversee the counting, and will act as ballot jury and or delegates. These individuals will be selected the year before the election as the designated COUNTY ballot Custodians. This team must include; the Sherriff or his/her appointee, a registered republican voter, a registered democratic voter, a county employee, a practicing attorney, and two others.

Ballot Certification: The dateline for mail-in ballots will be 2 weeks from the announcement of the result. This will provide an ample amount of time to certify the count at least twice by each county and report to the lieutenant governor's office for declaration.

In-person Voting: Those voting in person, will be required to provide their social security number and driver's license at the electronic booth as a form of verification to vote. If the booth does not recognize your driver's license number and social security number as valid after running it against government databases, it will not allow you to vote and you will have to talk to a state representative regarding why it will not recognize you as a citizen of the United States and a resident of the state of Utah. ​
Voters Day: The first and second day of the month of election (Primaries & General), will be dubbed VOTERS DAY. While it will not be deemed a State holiday; it will be declared the days of voting. Citizens who are registered to vote and are unable to vote due to busy schedules or employment may choose one of the two days to observe as a holiday and utilize that day to vote in person. That individual will then be given a unique identifier ticket, to verify to employers or educators that the individual acted upon his/her civic duty, to vote and therefore be pardoned from absences.

Housing Crisis

What I would do differently?


Mortgage Loan Interest - Mortgage loan payments plague our state at a rate that many may find difficult to keep up with. Understanding that the economy affects the cost of living and services; the law will require financial institutions within our state to provide mortgage loans, and that monthly mortgage payment remains the same throughout the lifetime of the loan. The balance and or worth of the loan may fluctuate with the changing economy, to increase or decrease the balance, but the fixed monthly payment will allow the debtor to keep up with timely payments without the risk of losing their homes. ​
Homeless Individuals - The state will invoke a statewide ban on the encouragement of panhandling. Individuals in need may only be given information on where to seek help. A state homeless community will be established to house the homeless with all resources available to get them out of the situation they are in. Whether the cause of homelessness is the loss of a job, drug use, or family domestic dispute; the homeless community coordinator will have the resources and individuals to guide the homeless out of the situation they are in. ​
Residential Property Ownership​ - No commercial entity nor out-of-state entity or individual, may own residential property in the state of Utah. All residential properties must be registered to a Utah resident. ​
Home Owner Association - In regards to Residential Property Ownership, any H.O.A companies managing residential properties in Utah; must be owned and operated by a Utah Resident (this is not the Registered Agent, the owner must be a Utah Resident). All H.O.A. fees will act as a security deposit and must be returned to the tenant at the end of each fiscal year if not used. All H.O.A. companies must provide monthly, an itemized list to each tenant, of how the fees were used for their community benefit. ​
Property Tax - Similar to mortgage loan requirements of restricted fluctuation, residential property tax may only increase by a decimal percentage (based on the population of that city) every 10 years. A growing city, may not impose a tax increase if the city has increased at a minimum of 10% in its population within those 10 years. This property tax also applies to taxes imposed by school districts.

LGBTQ+

To many; a politician's views and standing on this issue, is a deal breaker to winning their votes.

Religiously
While claims can be made that deity frowns upon the scriptural referred "un-natural" behavior; God is the same yesterday, today, and forever. And while He passed judgment on Sodom and Gomorrah, He has not passed His judgment ​on those in this community, and neither should we. We can do well to not act or think in such a way, even to the extent of influencing our immediate friends and family to refrain from acts that are contrary to our PERSONAL & RELIGIOUS beliefs in regards to LGBTQ; but neither government nor religion or any powers under heaven, has granted us any authority to suppress or remove the right, the faith or freedom of another human being.
Politically
The responsibilities of the Government are not to favor one party or another, but to ensure the freedom of all citizens to exist without fear, without repression, and surrender. It is not the duty of the Government nor its Governor and officers to fight nor make it easy for selected groups to fight their spiritual wars, that is the duties and responsibilities of families and religions. The role of the government in spiritual welfare is to make sure that the laws, rights, and freedom of all persons; do not get violated. ​
What I would do differently?
1. All government facilities and staff, when acting in their capacity as a public official; shall refrain from the act, from the implication, the teaching off, and from judgments that denote the favoring of one party or belief over another. This includes but is not limited to religious practice, sexuality, sexual identity, party affiliations, and the expression of pride that is not that of state and country. ​ 2. Many of the attacks on this community, are due to the act of a few parties within. The Trans & Furry & Pronoun communities and those strongly focused on the Identities of an individual. These communities ought to be a separate party from the current LGBTQ+

Taxes

What I would do differently?
Taxes imposed on minors - Minors employed in the workforce are not required to pay income tax. Any employer who imposes taxes on a minor will be found in violation of child labor laws. Any employer who employs more than 5 minors with intent to evade tax obligations; WILL be found in violation of child labor laws. ​
Taxes on Social Security Benefits - Individuals who have reached retirement age per state laws, shall be exempt from taxes on their Social Security benefits. ​
Golden Age Tax - Senior Citizens who have reached the age of 85, whether retired or not; shall be exempt from property and income tax obligations in Utah. ​
School District Tax - School District's authority to impose tax for the benefit of the "school system", shall be reduced or revoked entirely. Funding needed by the school districts shall be taken from the municipalities within the district and or residents with children attending public schools imposed upon them at the registration of the student. Families and Individuals who do not have children attending public schools, who are home-schooling, and who are attending schools not funded by the government, shall not be required to pay tax to the school district.[2]
