Dora Arey and other recall organizers listed the following complaints against Brower in their application for recall petitions:
- Spending $8,405.20 in public money on admission to Michael Jordan Flight School basketball camp for her grandchildren[1]
- Spending $7,000.00 in public money on clothing for her daughter, Mary Jo Olemaun[1]
- Fines totaling $34,970 by the Alaska Public Offices Commission in September 2015 for failure to file 2014 campaign disclosure reports[1][5]
Response from Charlotte Brower
In a statement on November 12, 2015, Brower said that she respected the petition process and cited accomplishments since her election in 2011.[1] Brower's supporters also highlighted the mayor's advocacy for revised ethics rules, removal of purchasing rights for some staff members and her request for an investigation into allegations of misused public funds.[6]

A total of 492 valid signatures from registered borough voters are required to move the recall effort forward. This total represents 25 percent of voters in the 2014 mayoral election. The deadline for submitting signatures was January 8, 2016.[1]
The borough clerk received 658 signatures from recall supporters on December 30, 2015. A total of 583 signatures were certified by the clerk. Signatures were delivered to the borough assembly and an election was scheduled for April 5, 2016.[2]
