Quintanilla is a former Democratic member of the Texas House of Representatives, representing District 75 from 2003 to 2013. He is a retired school administrator.

Education: Our schools have suffered ups and downs at the hands of the Texas Legislature. While we are recovering from devastating cuts to our funding, our needs in other areas of education have changed. Our local teachers know our students best. We need targeted and meaningful legislation to address changes in our education system. Authoring hundreds of bills with no goal only helps the image of the legislator but does nothing for our students or teachers. Let’s get back to making our school districts leaders in the state. Transportation: Our district is the gateway for commerce for the entire nation. Our farmers depend heavily on the corridors in the Lower Valley to move their agricultural products across the region and country. Your voice is vital to decisions made at the state but more importantly locally on the Metropolitan Planning Organization. Currently, our representation has missed 60% of MPO meetings since January 2013. We need a committed voice for our changing transportation needs. Agriculture Growing up in a farming community, I have seen the changes in the challenges that our farmers and families face. From upgrades in technology to access to water, our farmers have been resilient and continue their commitment to our agricultural communities. Ideas that are promoted without the support of our experienced and dedicated farmers can be costly and in some situations dangerous. On November 4, 2008, Quintanilla won re-election to the Texas House of Representatives from Texas' 75th District, defeating Carlos Garza (R). Quintanilla received 26,806 votes in the election while Garza received 10,758 votes.[8] Quintanilla raised $105,345 for his campaign; Garza raised $2,940.[9]
